The Ministry of Human Resources and Emiratisation (Mohre) reported on Wednesday that 441 private enterprises had broken emiratization laws during the second half of 2022.
In a statement, Mohre added that 5 institutions were found to have violated goals, while 436 establishments received fines for fake Emiratization.
Establishments that violated the law were subject to fines and administrative punishments. Financial Nafis benefits had also been terminated for UAE nationals who had been employed using deceptive Emiratization techniques.
The government reaffirmed, “We respond forcefully with any breaches of Emiratisation judgements.
In addition to facing financial penalties, businesses who violate the law are demoted to the lowest category under the ministry’s methodology for classifying registered private sector businesses. Private businesses will have a number of negative effects from this decision, including increased Mohre service prices.
According to the ministry, businesses that violate the law seriously are reported to the public prosecution for possible legal action. The authority also revokes the employment licences of UAE nationals who were falsely appointed, and it issues fines to enterprises that violate Emiratization laws.
The financial assistance provided by Nafis is intended to empower UAE citizens in legitimate occupations and enable them to actively engage in the UAE’s growth across many sectors, the ministry said. “We urge UAE nationals not to accept false Emiratisation jobs,” it added.
“We urge everyone, including Emiratis employed in the private sector, to report any violations of Emiratisation decisions through our channels, either by calling the call centre at 600590000 or using the smart application of the Ministry.”
The actions were conducted in accordance with Cabinet Resolution No. (44) of 2023 on Amending Provisions of Cabinet Resolution No. (95) of 2022 regarding Violations and Administrative Penalties Related to the Initiatives and Programmes of the Emirati Talent Competitiveness Council (Nafis), which modifies said resolution’s provisions.

In the same advise, Mohre commended businesses in the private sector that followed Emiratization directives, referring to them as “partners to the government in achieving Emiratisation objectives, which are a national priority, supported and closely overseen by the wise leadership.”
The ministry reaffirmed its dedication to accomplishing the goals of emiratization, which “aims to improve the UAE’s human development system, build a productive and sustainable emirate human capital in the private sector, and ensure emirates’ active participation in the national economy.”
